Notification No. 22/2024 [F. No. 370142/47/2023-TPL] / GSR 120(E)

Ministry of Finance

What this is

Notification No. 22/2024 [F. No. 370142/47/2023-TPL] / GSR 120(E) was published on 21 February 2024. Its subject is Ministry of Finance.

This amends the Income-tax Rules. What it changes is the Rules, not the Act — and a rule can never take away what the section gives.

What it does

A corrigendum to the notification published vide G.S.R. 83(E) dated 31 January 2024. It corrects the short title of those rules from "Income-tax (Amendment) Rules, 2024" to "Income-tax (Second Amendment) Rules, 2024"; inserts a new column "Amount (Rs.)" in Schedule 80DD of Form ITR-2 and in Schedules 80DD and 80U of Form ITR-3, substituting those schedules accordingly; and corrects two cross-references in Schedule CG of Form ITR-5, adding section 54D to the list "54EC/54G/54GA" in row B sub-row (1) item (d), and removing section 54GB from the list "54D/54G/54GA/54GB" in the table below item (a) of row B sub-row (10).

Who it reaches

The provisions it speaks to

Left, the provision of the Income-tax Act, 1961 as the instrument itself names it. Right, the section of the Income-tax Act, 2025 that the department’s own concordance maps it to — which is where the same ground is now covered.

The instrument, as the Board published it

The department publishes this one only as a PDF, so the words below were read out of that PDF by machine. That reading can carry its own mistakes — a misread number, a broken line. Check the signed document before you rely on a figure in it.

What it changes

The rule numbers are the 1962 Rules’ own, as the notification names them. The right-hand column is the department’s own mapping into the Income-tax Rules, 2026, which renumbered nearly everything.

Forms it touches. Form No. ITR-2, Form No. ITR-3, Form No. ITR-5

From when

21 February 2024.

What to watch

Where you meet it

In filling Schedule 80DD or 80U of Form ITR-2 and Form ITR-3, and Schedule CG of Form ITR-5, for the assessment year to which the parent notification applies.

On the same provision

Other instruments in this library that name the same provision of the 1961 Act. They are not necessarily still operative, and a later one may have replaced an earlier one without saying so.

What a notification is. A notification is made under a power the Act itself gives, and within that power it is law — unlike a circular, which only binds the department. Its reach is the reach of the enabling provision and no wider, and the date it carries decides from when it works.
