In the Schedule to the Notice Server Group C posts Recruitment Rules, 2015, column 4 is amended so that the heading 'Pay Band and Grade Pay' is substituted by 'Level in the Pay Matrix', and the entry 'Rs. 5200-20200 + Grade Pay of Rs. 2000' is substituted by 'Level 3 in the Pay Matrix (Rs. 21700-69100)'. In column 11, 'Pay Band-1 of Rs. 5200-20200 + Grade Pay of Rs. 1800' is substituted by 'Level 1 in the Pay Matrix (Rs. 18000-56900)'.

Why it was issued

The explanatory memorandum records that following the recommendations reflected in the CCS (Revised Pay) Rules, 2016 dated 25 July 2016, the Government issued instructions by DoPT Office Memorandum No. AB.14017/13/2016-Estt.(RR) dated 9 August 2016 to replace the existing pay band and grade pay in recruitment rules with the new pay structure.

G.S.R. 252(E).-In exercise of the powers conferred by the proviso to article 309 of the Constitution. th e
President hereby makes the following rules to amend the Ministry of Finance, Department of Revenue, Central Board of
Direct Taxes, Notice Server Group C posts, Recruitment Rules, 2015, namel y:-
1. (i) The rules may be called The Ministry of Finance, Department of Revenue, Central Board of Direct Taxes.
Notice Server Group C posts, Recruitment (Amendment) Rules, 2018.
(ii) They shall be come into force on the dale of their publication in the Official Gazette.
2. In the Schedule to the Ministry of Finance, Department of Revenue, Central Board of Direct Taxes, Not ice
Server, Group C posts, Recruitment Rules, 20 15, the following ~hall be amended namely-
(i) In column 4:
a) for the existing entries in Heading "Pay Band and Grade Pay", the words "Level in the Pay Mau'ix"
shall be substituted.
b) for the words and figures "Rs. 5200-20200+ Grade Pa y of Rs. 2000" the word and figure "Leve l 3 ill
the Pay Matrix (Rs. 21700-69100)" shall be substituted.
(ii) in Column 11:
a) for the words and figure "Pay Band-I of Rs.5200-20200 +Grade Pay of Rs. 1800" the words and
figure "Levell in the Pay Matrix (Rs. 18000-56900)" shall be substituted.

Recruitment Rules, 2015 were notified in the Gazette of India vide G.S.R. 991(E), dated 18th Dece mber. 20 1S.
Following the recommendations of CCS (Revised Pay) Rules, 2016 dated 25th July, 2016, the Government had iss ued
instructions vide DoPT OM No. AB.14017113/2016-Estt.(RR), dated 9th August, 2016 to amend the existing Pa y Band
and Grade Pay by the new Pay Structure.

What to watch

The rules come into force on the date of their publication in the Official Gazette.
The change is one of pay nomenclature only, from pay band and grade pay to a level in the pay matrix; the eligibility and method of recruitment columns are not touched here.
The principal rules were published as G.S.R. 991(E) dated 18 December 2015.
These are service recruitment rules made under article 309 and have nothing to do with the Income-tax Rules, 1962.
