Notification No. 2460 was published on 27 May 1972. Its subject is In supersession of the Notification No. 313 (F. No. 403/50/71-ITCC) dated 9th November, 1971, and in exercise of the powers conferred by section 2(43B) of the Income-tax Act, 1961 (43 of 1961), the Central Government hereby authorises the Commissioner of Income-tax (Recovery), Delhi, to exercise the powers of a Tax Recovery Commissioner.
This amends the Income-tax Rules. What it changes is the Rules, not the Act — and a rule can never take away what the section gives.

2. This Notification shall come into force with immediate effect
